There are two John Andrew(s) in Woolfardisworthy and none in Clovelly.
1) John aged 15 at "Dipple", Woolfardisworthy - still at Dipple in 1851, with his mother
2) John aged 17 at Walland Farm, Woolfardisworthy - not on 1851.
Hence it is likely that this 1841 entry is the correct John
