bullet  General Notes:

Although described as Nephew in 1851, Henry named Emanuel Richard Hooper as his father when he married. I believe that he was, in fact, a nephew. The son of Emanuel's sister Ann Maria / Mary Ann who does not appear on the IGI for Topsham. This matches up with the birth below and the entry on the 1841 census.
Ann Maria has been traced on the 1841-1881 censuses and is shown as the sister of Charlotte Gardner (there was a Charlotte Hooper) and sister to Emaunel's wife (would be sister in law).

Everything that follows relates to Henry Hooper, aged 50, on the 1841 census

From the 1841 census, it would be helpful to know who Henry and Mary Hooper were who were looking after Henry.
Is this the same family in 1851 and 1861?

1851 census - nb Emanuel was living at No. 4

There is a marriage on the IGI (Batch M041601) of Henry Hooper to Maria Church - St Clement Danes Westminster (14 Jun 1828)

There is also a marriage on the IGI of Mary Hooper to George Taylor on 12 Apr 1854 at Old Church, St Pancras (Batch M047933)

Death of Henry Hooper - two possible
Sep 1841 Marylebone 1 116 Hooper Henry
Jun 1848 Marylebone 1 174 Hooper Henry

Mary Hooper aged 30 on the 1841 census bears a strong resemblance to Mary, wife of Emanuel Richards Hooper - but I don't think it is her.
She also matches the details for Emanuel Hooper's sister, Mary, baptised in 1808
