It turns out that Sarah Carter b. 23/7/1819, Pavers Farm, Passaford (daughter of Thomas Carter b 1790, Bowd Farm, Harpford and Sarah Hare Paver b. 1795, Pavers Farm) married a John Harris b. 1925, Sidmouth and died 1903 at Sidmouth. They had 2 children Eliza b abt 1850, Sidmouth and Joseph b. 1855 Sidmouth.

The John Harris on the 1891 census who is living in Sidmouth says he is 65 and born at Payhembury. Sarah was 71 and born at Harpford. So far that matches the family you have been told about. The daughter Eliza was 28, so born about 1862/3. The 1881 census is similar except that Joseph is also there(born about 1855/6)
