Lucy, from the IGI, is the illegitimate daughter of Rosina Gooding. This is confirmed from parish baptism records. Rosina subsequently married Thomas Selley. In the 1891 census, Lucy is described as the sister-in-law of Thomas Selley. Was it too much of a social disgrace to admit that his wife had had an illegitimate child? I suspect so.

Rosina married Thomas SELLEY, son of Unknown and Harriot SELLEY, circa Dec 1875 in St Thomas, Exeter, Devon, England. (Thomas SELLEY was born in 1841 in Silverton, Devon, England.)
